How will small landlords be impacted, particularly those of color?

 JJ is fair to landlords and does not impact very small landlords in owner-occupied buildings with 3 units or

fewer.

 Landlords can still raise rent to cover their maintenance costs, and they can evict tenants that are breaking

the law. And if they can show hardship or need to raise their rents higher, they can also get the Rent

Board’s approval.

 Many landlords treat their tenants fairly. Measure JJ levels the playing field for good landlords and focuses

on bad actors and outside corporate landlords who are taking advantage of the housing crisis.
