What is TOPA?
The Tenant Opportunity to Purchase Act (TOPA) is a local policy that gives tenants and some affordable housing providers the first opportunity to buy the home where they’ve been living when the landlord decides to sell. 

How does it work?
The policy creates two new rights for tenants and certain “qualified organizations'' (a community land trust, cooperative, or affordable housing developer): the right of first offer and the right of first refusal. The right of first offer means that tenants get to put in the first offer on their home, when the landlord decides to sell. The right of first refusal means that the tenants have the right to match a third party’s offer, if the landlord didn’t accept the tenants’ initial offer. TOPA also gives the same rights to “qualified organization” (QO) if the tenants do not make an offer.
 
Tenants can also assign their rights to a QO if they decide that they cannot or do not want to go through the purchasing process on their own.
