Gentrification and displacement have hit nearly every low-income neighborhood of color in Oakland, and many tenants are rent-burdened, spending well over 30% of their income on rent. We’re seeing the results on our streets, too: Homelessness in Oakland increased by an astounding 47% between 2017 and 2019.

Most low-income renters are left out of ownership opportunities in Oakland; TOPA gives tenants a fair shot in an overheated housing market. And it works: In Washington DC, TOPA has helped preserve 4,300 unites of affordable housing in cost-effective way that benefits both owners and tenants.
