The Bay Area is experiencing an unprecedented housing crisis. Gentrification and displacement have hit nearly every low-income neighborhood of color in Oakland, and many tenants are rent-burdened, spending well over 30% of their income on rent. We’re seeing the results on our streets, too: Homelessness in Oakland increased by an astounding 47% between 2017 and 2019. 
 
It’s time to do something. The Moms 4 Housing Tenant Opportunity to Purchase Act (TOPA) helps low-income and working-class residents stay in their homes and neighborhoods. How? By giving them the first chance to purchase a property when a landlord puts it up for sale.

Most low-income renters are left out of ownership opportunities in Oakland; TOPA gives tenants a fair shot in an overheated housing market. And it works: In Washington DC, TOPA has helped preserve 4,300 unites of affordable housing in cost-effective way that benefits both owners and tenants. 
 
Landlords and homeowners are critical partners in the regional effort to address the housing crisis. TOPA is one way that tenants and landlords can work together to slow displacement and homelessness. Because we know that when our most vulnerable residents have stable housing, everybody wins. ​
